Job Description

Overview RTI's Advanced Methods Development (AMD) within the Center for Public Health Methods is seeking a senior-level Research Public Health Analyst with demonstrated experience or interest in quantitative program evaluation of public health. AMD conducts innovative public health research as well as program and policy evaluation using a diverse set of approaches, including Bayesian statistics, microsimulation, and economic approaches. In addition, AMD performs pioneering social determinants of health research and develops dashboards for data visualization. The successful applicant will play a key role in proposal writing and business development for AMD. The applicant should demonstrate experience in health policy and economic research projects that evaluate policy using linked administrative medical claims data, with particular emphasis on child welfare and/or people with intellectual and developmental disabilities. Examples of research using Medicaid and/or All-Payer Claims databases a plus. An understanding of statistics, research design, and epidemiological methodology is required. The location of this position is flexible, to include teleworking within the U.S. Responsibilities Responsibilities to include, but are not limited to: Utilize microeconomic principles to analyze costs and benefits of health programs and policies. Create common data models to house medical claims data. Interface with state and local decision-makers to collect information on populations of interest, including signing of data use agreements and memorandums of understanding. Perform and direct information gathering: collect, analyze, and summarize technical data and background information. Perform qualitative and quantitative economic research activities of moderate technical complexity. Lead proposals of moderate technical complexity requiring application of statistical methodologies for policy evaluation. Publish research findings as coauthor or author in professional journals. Attend professional meetings, serve as discussant or moderator at professional seminars, present at conferences, and serve on professional committees. Serve as primary author of technical memoranda, reports and presentations; orally present project results to clients. Perform work with minimal supervision/guidance from more experienced project leaders or program managers. Ensure that all client deliverables undergo appropriate levels of QA/QC and technical and editorial review. Contribute to business development by identifying new ways to enhance or expand existing research areas and presenting ideas or white papers in a clear, concise, and well-organized format. Build scientific stature through publication in peer-reviewed journals and conference symposia. Work independently to efficiently manage multiple and overlapping timelines and deliverables. Qualifications Minimum Qualifications: PhD in Health Services Research, Social Work, Economics or related field with at least 6 years’ experience in government (federal and/or state) or research. The equivalent experience of a Master's degree with at least 10 years of experience or a Bachelor's degree with at least 12 years of experience will also be considered. Experience in health policy and/or economic research projects that evaluate policy. Requires an understanding of principles of cost-effectiveness, research design and hypothesis testing, and advanced econometrics. Experience with and interest in obtaining research funding. Interest in developing a research agenda. Interest in contributing to the field through publications and presentations. Ability to successfully collaborate in a diverse research setting.
